Deputy Chief of Party – Nairobi – European Management Solutions

A reputable INGO, a global leader in the fight against pediatric HIV and AIDS, working in 19 countries around the world, is looking for a Deputy Chief of Party (DCOP) for an anticipated 5-year USAID HIV Service Delivery Support Activity (HSDSA) Project in Kenya.

The HSDSA Project will support a cluster of counties in delivering integrated and comprehensive HIV/AIDS services at county, sub-county and facility level towards the Kenya AIDS Strategic Framework 90:90:90 targets. Key objectives will include HIV Testing Services (HTS), Prevention of Mother to Child Transmission (PMTCT), HIV Care and Treatment services, TB/HIV, Male Circumcision, Laboratory Services, Strategic Information and Evaluation and Health Systems Strengthening at County and Facility Level.

The DCOP will work closely with the Chief of Party (COP) to: oversee the development of the program’s interventions and synergies with other related programs; develop annual work plans for increased uptake of targeted HIV testing services; improved linkage to care and treatment for individuals newly testing positive for HIV, long-term follow up of patients receiving care and treatment services and strengthened support for facility and county management of the HIV response; and ensure that the program meets expected targets and deliverables.

KEY RESPONSIBILITIES
• Assists the COP in the management, design, and implementation of HIV/AIDS service delivery
• Key technical liaison between the project and County Health Management Teams;
• Ensures high quality service delivery for comprehensive HIV prevention, care and treatment;
• Works closely with the COP to ensure the quality of direct clinical services and technical assistance provided through the HSDSA Project.

REQUIREMENTS
• Medical Doctor with a Master in Public Health or similar degree, with advanced training on HIV clinical services;
• Seven years managing and implementing public health programs, with five of those years in sub-Saharan Africa/Kenya;
• Minimum five years’ experience with progressively increasing responsibility in designing, managing and implementing complex, large scale HIV/AIDS programs involving multiple stakeholders and implementing partners;
• At least three years’ experience at a mid- or senior-level in HIV/AIDS care and treatment;
• Experience working on large USG funded projects. Experience implementing United States Government (USG) contracts and USAID experience a plus;
• Preferably more than eight years of experience working with the Ministry of Health and NGO in Kenya;
• Requisite Management expertise, interpersonal skills, and established professional relationships to fulfill the HSDSA scope of work;
• Depth and breadth of relevant technical expertise and experience in designing and implementing comprehensive HIV programs and related capacity strengthening, including comprehensive knowledge of HIV prevention, care, and treatment; TB/HIV co-infection, and PMTCT.
