Head of Refugee Affairs – Nairobi – Handicap International

The Organization: Handicap International (HI) is an INGO specialising in the field of disability and development.

A strong emphasis is placed on empowering people with disabilities through their integration into mainstream development activities and the provision of appropriate health and rehabilitation services to ensure equal opportunities for all.

The Position: Under the responsibility of the RPD, the Head Of Refugee Affairs is responsible for ensuring implementation of operational long-term activities of HI in Dadaab, Kakuma refugee camps in Kenya, and a possible intervention at Nyarugusu Refugee Camp in Tanzania.

He/She coordinates the different components of the operational long-term response (facilitation and coordination of disability mainstreaming and community – based rehabilitation activities) and is therefore responsible for the projects implementation and follow-up as well as internal and external coordination.

He/she is responsible for Development projects and their different components, coordinating and supervising the different field teams and ensuring the qualitative and quantitative follow-up and management of the different activities.

He/She is responsible for the technical quality of the projects.

Responsibilities:
Project Management and Activities Implementation:
1/ Supervise and monitor the Development projects
Ensure program deliverables are met according to the highest national and international standards, regular monitoring visits are conducted, case studies and success stories are collected, and a database of reference and high-quality reports are produced and submitted on time.

2/ Transversal:
Ensure operational coordination between the different components of the projects
Ensure that the operational response is always in line with HI’s mandate, values and internal rules; to local cultural and legal rules and that all team members are committed to respect the different HI’s policies (Child Protection policy, PSEA, Fight Against Bribery)
Technical Support

1/ Ensure the overall technical quality of the project

2/ Ensure representation of HI
Liaise with other humanitarian/development actors to identify possible areas for collaboration
Team Management and Coordination:

1/ Ensure proper management of the team

2/ Ensure capacity building of your team for their own improvement as for the ones of the different activities’ quality:

Reporting

1/ Support the teams to produce regular high-quality reports, case studies, and success stories.

2/ Guarantee intermediate and final donor reporting in respect of the deadlines in close collaboration with the Nairobi-based Coordinator of Operations.

Administration and Logistics
1/ Ensure effective coordination between field and the support teams (HR, finance, logistics) to meet the needs of the projects

Fundraising and Development of Projects for Dadaab and Kakuma Refugee Camps

1/Lead the development of new project designs, concept notes, and proposals which fit within HI-TUSK’s strategic objectives

Profile Sought:
Qualifications: Bachelor /Master Degree in Social Work, Sociology, Humanitarian Emergency or Development studies, Public Health, Disability Studies or similar will be an asset. Occupational therapy or Physical Therapy background is an added advantage.

Knowledge and/or experiences related to Protection issues, vulnerabilities, disability, rehabilitation, emergency response, psychosocial support

Experience:
At least 4 years as a Senior Project Manager ideally in insecure context with an experience on projects related to Protection, provision of social services, and rehabilitation / disability -related projects.
Strong experience of management (intercultural and multidisciplinary teams)
Experience of remote management and in difficult security context would be an asset
Experience managing large teams
Proven experience in security management
Experience in INGOs or other organizations working with vulnerable populations, displaced population and/or refugees, or people with disabilities.
Experience in the region would be a strong asset
Competencies: Good organizational skills / capacity to prioritize,strong and proven management skills, ability to live in difficult conditions (major security constraints, common compound with all staff, restricted movements and limited access to medical facilities).

Proven analytical and problem solving skills, good communication and listening skills, capacity to negotiate and resolve conflicts, training skills, pro-active work style and proven stress coping skills, ability to take initiative ,experience in developing and implementing trainings.

Personal Qualities: Dynamism, high level of motivation, Interest for field work as well as for interagency meetings, capacity to work under pressure in humanitarian crisis situations and insecure environments, capacity to keep professional distance with the beneficiaries, good capacity to interact with variety of local stakeholders (teams members, host communities, refugees, etc.) , capacity to work in an multidisciplinary and multicultural team.
