SRH&R Maternal Health Programme Specialist – UNFPA Kenya

Organizational Context: The SRH&R Maternal Health Programme Specialist is located in the Kenya Country Office (CO) and reports to the Deputy Representative.

The SRH&R Maternal Health Programme Specialist ensures the effective management of UNFPA activities in the areas of Sexual and Reproductive Health & Rights and Maternal Health (SRH&R/MH).

S/he oversees programme formulation, implementation, evaluation, joint programming initiatives and national development frameworks.

S/he oversees the achievement of programme results by ensuring appropriate policies and procedures are applied by programme team, and appropriate monitoring and oversight mechanisms and systems are established and implemented

S/he leads the programme team in providing technical advice and support to the Ministry of Health and collaborates with the CO’s operations and administrative support staff.-

Duties and Responsibilities
In collaboration with Ministry of Health, Division of Family/Reproductive Health, NGOs and other partners, the Programme Specialist oversees the formulation and design of the country programme and its component in line with Kenya Government priorities as articulated in the policies addressing Reproductive Health and Free Maternity Service according to UNFPA programme policies and procedures.
Oversees and provides technical advice to the Ministry of Health in the implementation and monitoring of the Maternal Perinatal Death Surveillance guidelines
Actively participates in technical working groups in the UNDAF Strategic Result Area on Human Capital Development and national mechanism such as the Maternal and Newborn TWG to advance UNFPA’s area of work.
Oversees the implementation of SRH&R/MH by establishing collaborative partnerships and representing the office in meetings with the H4+ Group, the national Maternal and Newborn Technical Working Group and other relevant fora. Provides regular information on UNFPA SRH&R/MH initiatives;
Actively participates in national mechanisms such as the Maternal and Neo-natal Health Technical Working Group and other fora to ensure the effective implementation of programmes;
Reviews the political, social and economic environment relevant to the Kenyan context in SRH&R/MH, and pursues opportunities for UNFPA assistance and intervention. Assesses implications of new policy developments and strategies and provides advice in respect to MDG 5 targets in line with the ICPD beyond 2014 commitments and the post 2015 development agenda on programme execution and ensures appropriate implementation.
Oversees programme implementation in in MH, eMTCT and integration of SRH/HIV services and establishes collaborative partnerships with executing agencies, experts, the Kenya government counterparts and other UN agencies to facilitate timely and efficient delivery of programme inputs, and addressing training needs of project personnel.
Ensures the creation and documentation of knowledge about current and emerging, SRH&R/MH issues, by the programme team through the analysis of programme strategies, approaches and on-going experience for lessons learned, best practices, and uses this knowledge for information sharing and planning future strategies.
Participates in advocacy and resource mobilization efforts of Country Office by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related donor meetings and public information events

Qualifications and Experience
Education:
Advanced (Masters) University Degree in public health, medicine and/or other related social science field.
Knowledge and Experience:
Five to seven years with increasing professional experience and responsibilities, at national level in the field sexual and reproductive and maternal health;
Strong track record of technical leadership and proven ability to demonstrate results;
Demonstration of programme management skills;
Field experience a strong asset
