Call for Consultants Expression of Interest – Nairobi – University of Maryland

1. Introduction
University of Maryland School of Medicine (UMB) was established in 1807 and is the 5th oldest medical schools in the US. The School of Medicine (SOM) was the founding school of the University of Maryland. The programs in Kenya have been developed under the Institute of Human Virology, housed within the School of Medicine
UMB international programs are delivered through a global health office (Maryland Global Initiatives Corporation – MGIC) Programs in Kenya implemented through Maryland Global Initiatives Corporation (MGIC – Kenya).

2. PACT ENDELEZA Project Overview
The University of Maryland has been awarded a 5-year grant by PEPFAR through CDC, from 2016-2021, under the Partnership for Advanced Care and Treatment (PACT) Endeleza program for the Implementation and Expansion of High Quality HIV Prevention, Care and Treatment Services in Nairobi County. This program will facilitate the Nairobi Health Management Teams to implement comprehensive HIV prevention, care and treatment at 48 health facilities within the county.
The following are the broad objectives for the project:
1. Identify and enroll PLHIV through targeted HIV testing and linkage strategies, including for children, KP and priority populations
2. Provide comprehensive HIV care and treatment services and linkage to community based and OVC Programs
3. Identify HIV-infected pregnant and breastfeeding women and initiate HAART and follow-up of HEI
4. Strengthen quality assured laboratory systems for HIV diagnosis and monitoring tests while integrating biosafety and infection control practices
5. Support and strengthen data management including high quality documentation, reporting, analysis, dissemination, and use
6. Train, mentor, and provide supportive supervision to CHMTs and SCHMT on the delivery and management of high quality technical and operational HIV C&T services
7. Provide comprehensive clinical services to People who inject drugs

3. The consultancy
The consultancy for the Medically Assisted Therapy EMR completion is critical to the establishment of a fully electronic Medical record (EMR) system that is paperless with a queue management system since rapidly changing technology is dating the software, hardware and System flow. There is a continued desire for the clinics to operate in a paperless environment. We have made great strides in Biometrics functionality to achieve this goal in Methameasure. There is a need for the following items to be electronically signed in through iQCare: Assessments, Case Notes, Custom Templates, Discharge/Transfers, Dosing Requests, Orders and Treatment Plans.
4. Specific terms of reference
1) To Install a Biometric system at the Gate for verification
2) To Integrate Biometrics with the EMR system (iQCare) to provide patient identification and verification for registration, triage, counsellors, consultation and laboratory (Pharmacy Biometric verification and Registration is done by the Methameasure system)
3) To Design/Update forms to be compliant with the newly introduced MOH forms
4) To Streamline the workflow and assist with improving Queue management

5) To integrate a Queue management system at registration, triage, counsellors, consultation, laboratory and pharmacy
5. Scope of work of the consultant
The consultant will use international implementation methodologies to complete the MAT EMR implementation. The consultant will undertake the following activities to inform the completion of the MAT EMR.
1) Develop and an inception report that will outline the proposed methodology to undertake this assignment to achieve the specific terms of reference outlined above.
2) In consultation with UMB staff, Install a Biometric system at the Gate for verification Implement a data warehouse and assist the SI team to remotely connect to and upload backups/merged databases
3) In consultation with the supplier of the Queue system, Integrate Biometrics with the EMR system (iQCare) to provide patient identification and verification for registration, triage, counsellors, consultation and laboratory (Pharmacy Biometric verification and Registration is done by the Methameasure system)
4) Carry out a needs assessment on security to ensure that the system/facility is not vulnerable to sabotage from within and without. To avoid database theft via flash drives (For example through limited use of external media, disabled devices that write to media (with a few tightly controlled exceptions), firewall, spam blocker, and automatic locking at workstations. Updating electronic security remains a high priority at the MAT clinic.
5) Carry out Staff computer assessment, basic computer training, if needed, and specific program training

6. Deliverables for the consultancy
1) Inception report detailing the methodology to be employed in conducting the assignment to achieve the expected deliverables.
2) An integrated, paperless MAT EMR system.
3) An operational system at pharmacy to facilitate increased work flow during peak dispensing times.
4) Enhanced counselor functionality, including treatment planning, case notes, assessments, and psychosocial evaluations
5) Daily Activity screen to help counselors manage their case load
6) Integrated Patient Transfer/Discharge summaries
7) Reports designed to assist with day-to-day operations as well as accreditation
8) An operational Queue management system at registration, triage, counsellors, consultation, laboratory and pharmacy
9) Accountability for methadone dosing, including patient dosing history, product inventory, contaminated supplies and destruction of bottles.
10) The ability to report on and measure the quality of treatment care. And ultimately, this is the shared goal to not only improve what is done every day, but how it is done.
11) Advanced reporting features in Methameasure/iQCare allow all levels of users to gather and analyze the data they need, when they need it. Methameasure/iQCare Perspective to provide tailored views of this information. Actual reports to be created using the latest SQL Server Reporting Tools. Reporting features to be added to assist with data collection and analysis necessary for the accreditation process.
7. Requirements for the consultancy
1) Experience working with Patient Management and Monitoring Systems (PMMS)
2) Experience in enhancement of IQCare EMR software
3) Experience in implementing Biometrics with EMR systems
4) Have a good understanding of clinic queue management systems
5) Skilled in .NET (C# /VB.NET), Java, php, CSS 2.0, 3.0, LINQ, SSRS, Business Intelligence, Entity Framework, django, python, RapidSMS and ICD10 standards.
6) Demonstrated ability to transfer knowledge through formal and informal training.
7) Demonstrated ability to work in a team as well as independently
8) Excellent written and oral communication skills.
9) Experience working with and designing tools for health information data entry and reporting

10) Ability to trouble-shoot, manage crisis, and problem solving
8. UMB’s support for the assignment
The consultancy shall be managed by UMB. In addition, UMB will provide the following:
1) Documents of reference relevant to the assignment.
2) Logistical support to the consultant while undertaking the field visits.
3) Support in the review of the process and final deliverables of the consultancy in addition to ensuring quality assurance.
4) Pay for the consultancy upon completion of major milestones and submission of the deliverables to UMB.
9. Duration of consultancy.
The maximum number of days allowable for the assignment shall not exceed twenty (30) days, and (in any case) the consultancy must be finalized on or before 16th December 2016. The consultant must be ready to start work immediately upon engagement and can be an individual or a firm. The consultant will see to it that staffing will be carried- out on an as-needed basis. However, the Consultant has the right to add or withdraw project resources at any moment in time during the project after approval of UMB.

10. Expression of interest
Consultants who meet the above requirements should submit their proposal that include the following:
1. A capability statement (not exceeding one page), including a firm commitment to be available to undertake the entire assignment.
2. An understanding and interpretation of the ToR including methodology to be used in undertaking the assignment.
3. Time and activity schedule.
4. A detailed financial proposal, including consultant’s fees. The financial proposal should include cost per major activity. Quote in Kenya Shillings
5. Updated Company Profile/curriculum vita that clearly spells out qualifications and experience.
6. Executive summaries of 2 reports of previous work conducted in relevant assignments.
7. Contacts of at least 2 organizations previously worked for.
