Web Developer For Providing Technical Support And Maintaining – UN Human Settlements Program

BACKGROUND
UN-Habitat through the Global Land Tool Network and its partners is developing and implementing the Social Tenure Domain Model (STDM). STDM, as it stands, has the capacity to broaden the scope of land administration by providing a land information management framework that would integrate formal, informal and customary land systems and administrative and spatial components. STDM makes this possible through tools that facilitates recording all forms of land rights, all types of rights holders and all kinds of land and property objects/spatial units regardless of the level of formality.

With the increased growth in the use and application of STDM in multiple contexts as well as the upcoming release of the tool’s source codes, there is an anticipated increase in public engagement through information discovery, development support, access of STDM documentation and publications, exploration of collaboration opportunities, etc.; these resources are accessible through the STDM website. The STDM website has become the central platform through which GLTN can reach and maintain the determined audience and advertise the impacts specifically related to STDM.

The Consultant will also provide back-end technical support for the Global Land Tool Network (GLTN) website www.gltn.net with a focus on cyber-security and the promotion of best practices in website usability, optimization and security. The success of this task will result in maximized website availability and innovations in the introduction and maintenance of cutting edge tools that promote information sharing, involvement, connecting and mobilization of GLTN partners and members.

RESPONSIBILITES
Under the overall supervision of the Unit Leader of Land and GLTN Unit under the Urban Legislation, Land and Governance Branch of UN-Habitat or authorised staff, the consultant will perform the following tasks and responsibilities:

Update the existing Social Tenure Domain Model website with a focus on enhancing its user experience and usability as needed.
Modify and/or adjust design based on the comments received.
Establish usability and performance metrics and undertake periodic tests.
Support the maintenance and updating of the website.
Liaise with GLTN key staff and partners in ensuring quality of the contents.
Propose and implement relevant website enhancements based on his/her expertise and creativity.
Provide the necessary training and capacity development in maintaining and updating the website.
Additional responsibilities pertaining to the GLTN website are:

Implement comprehensive cyber security policies according to internationally accepted standards, including but not limited to virus and malware protection, backups, proactive resolution of CMS vulnerabilities and user management.
Develop an end-user manual for routine website security management.
Develop a comprehensive and user-friendly database of GLTN and partner publications.
Implement a comprehensive strategy of tracking website usage statistics.
Provide technical backstopping for the various GLTN websites including social media integrations, search engine optimization among others.
Perform other related tasks as necessary.

EDUCATION
At least Bachelors in IT/Computer Science, or other related field.

QUALIFICATION

At least three years of experience web development and maintenance.
Extensive experience with HTML5 and CSS3 is required
Knowledge of modern web technologies with strong emphasis on design aesthetics is preferred.
Experience with usability – usability principles, wireframes, screen layout design, etc. is required.
Strong organizational skills & ability to handle multiple tasks under tight deadlines is essential.
Ability to write technical documentation.
Excellent oral and written communication skills in English.
LANGUAGE SKILLS

English and French are the working languages of the United Nations. For the post advertised, excellent proficiency in spoken and written English is required. Knowledge of a second UN language is an advantage.

REMUNERATION

Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
