PROJECT SUMMARY
The Livelihoods Consultant will work closely with STREAM field teams and HQ-based STREAM colleagues to provide technical guidance and support on livelihoods interventions to ensure that all livelihood related activities as tied to result areas of the programme are in line with the consortiums implementation strategy. The consultant will proactively seek new, appropriate and innovative approaches including those being implemented by the other resilience consortia’s to determine how best to implement sited livelihood interventions in the three targeted districts i.e. Kismayo, Dhobley and Afmadhow.

BACKGROUND FOR CONSULTANCY
The livelihoods consultant will be line managed by the consortium coordinator and will provide technical support and guidance to the project’s livelihood interventions that includes undertaking capacity development to selected Result 2 livelihoods groups, development of training needs manual and data management tools for those specific groups.
SCOPE OF WORK
• Develop technical training modules to support livelihood activities as tied to the already identified value chains i.e. Livestock, Fisheries, Commodity Trade and Service/Skills.
• Consult with Secretariat and Executive Committee to be involved in the review process of the developed training modules.
• Organize Trainer of Trainers for project staff to be trained on business management skills who would then train the livelihood groups.
• In line with a market-based approach, help refine and provide guidance of implementing tailor made livelihoods activities; and targeting different segments of the communal population according to their potential for reaching self-reliance (educational level, work-experience, previous skills training, etc.).
• Oversee training of livelihood groups on the relevant livelihood sectors and skills needed to be successful.
• Develop monitoring tools to assist the field teams in monitoring the progress of the livelihood groups and their activities as well as monitor the impact of the interventions they receive.

QUALIFICATIONS
• Bachelor’s degree or equivalent in social sciences, economics, agriculture, food security and livelihoods, with relevant experience in development sector.
• A postgraduate degree holder with hands-on expertise having a minimum of 8 years’ experience in the fields of Community level Agro-Pastoralist and Fisheries business development, NRM, Food / Livelihoods Security, Economics, Entrepreneurship and Disaster Risk Management with excellent training facilitation to deliver on this assignment.
• Experience working with an international development organization and knowledge of community engagement, training modules development, reporting procedures, best practices and workmanship guidelines.
• Experience undertaking similar assignments in Somalia. Experience in the project area will be an added advantage.
• Excellent written and spoken English.
• Somalia speaking qualified consultant(s) is preferred.
• Ability to work in a multi-cultural, multi-ethnic environment with respect for diversity.
• Ability to work independently and under pressure in a rapidly changing professional environment.
• Diplomacy and good interpersonal skills, with the ability to remain calm under pressure and not lose sight of strategic priorities.

The consultant may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from Adeso.
