Senior Grants Manager – John Snow

JSI Research & Training Institute, Inc., a leader in the field of international public health, is currently recruiting for Senior Grants Manager for DREAMS Innovation Challenge (DREAMS-IC) Fund Manager Project. Funded by the US Department of State Office for Global AIDS Coordination (OGAC), the DREAMS-IC is an ambitious partnership to reduce HIV infections among adolescent girls and young women in 10 sub-Saharan African countries — Kenya, Lesotho, Malawi, Mozambique, South Africa, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe. Field offices are maintained in eight of these ten countries with a staff complement of 24-26 and overseeing a total of 46 grants. The Senior Grants Manager will provide a range of grants management support for the project and will be stationed in Nairobi, Kenya. This position is expected to travel in the country and region and will report to the Regional Director based in Nairobi, Kenya.

Responsibilities
Grants Management: –
Oversee regional project grants management and administration and provide support which includes, but not limited to:
• Ensure thorough familiarity with regional grant award documents;
• Work with and support country GMs to strengthen institutional capacity in finance and operations systems, compliance, and/or grant award management;
• Monitor regional grantee compliance with country GMS on grant award terms and conditions, including reporting;
• Ensure that risk assessments are updated for all grantees and issues raised therein are addressed;
• Provide support to country GMs in grant discussions and negotiations with in-country grantee counterparts around budgetary changes and management issues;
• Ensure negotiations and discussions with grantees are well documented by GMs and shared with US team(s) with documentation kept on file;
• Support GMs to identify issues in scope or budget necessitating award modifications throughout the life of the grant award and assist in grant award start-up, monitoring, and close out activities;
• Review regional data in project grants database which uses the Salesforce platform to ensure grant information is captured accurately by GMs for the in-country grants portfolio;
• Through the Regional Director, respond to US office queries for follow-up with country GMs and vice versa for rapid turnaround;
• Review regional grantee workplans, reports, and other deliverables to ensure they meet grant award requirements and work with GMs to improve reporting as needed.
Grantee Capacity Strengthening: –
• Support GMs to identify technical assistance needs and develop capacity strengthening plans for grantees within portfolio;
• In consultation with the Deputy Director for Capacity Building, lead in organizing grantee technical assistance and/or trainings in areas including finance, operations, compliance, and organizational development;
• Conduct regular supervisory site visits for GMs performance management, grantee award management, finance and operations, review of financial documents and/or donor compliance;
• Oversee the monitoring and tracking of grantees Organizational Capacity Assessment Actions Plans (OCA) and ensuring OCA action items are being addressed by regional staff
• Participate in the development of institutional capacity building training curricula, other tools and materials for regional and in-country technical events such as assessments, workshops, trainings, etc.;
• Provide training and technical assistance to GMs on project database reporting requirements and procedures.
Other:-
• Compile and analyze grants management data from each of the DREAMS Southern/East Africa countries on a quarterly basis for reporting and for improved project performance planning
• Where necessary, participate in project performance reviews and planning meetings with government entities and stakeholders at national, provincial, district level
• Support Regional Director to prepare, review, and disseminate grants management results, reports (monthly, quarter & annual) and lessons learned to JSI and to international audiences
Skills, Attributes and Experience Requirements:
• Bachelor’s degree is an essential requirement, Master’s Degree in Finance, International Development or related field preferred.
• Proficiency in computer literacy is essential requirement (especially Excel, MSWord and Windows);
• Excellent command of oral, written and communication skills in English is preferred. Competency in one or more of the indigenous languages spoken in the region will be an added advantage;
• Strong time management/task prioritization skills preferred;
• Ability to work independently, take initiative and manage various activities in a team setting with minimal supervision is essential;
• Minimum of five (5) years’ experience in grants management and/or programming is an essential requirement; Minimum of 3 years’ experience working within multidisciplinary, multi-country teams is essential; however management of a multidisciplinary team, multi-country team preferred;
• Minimum three years’ experience working on USG-funded projects, PEPFAR funding and reporting, and/or public health programs is preferred;
• Demonstrable interest in and experience in organizational or individual capacity building and/or training is preferred;
• Minimum 5 years’ experience in planning, evaluating and documenting competency-based training and capacity building for a broad range of audiences is preferred; Demonstrable ability to think critically, solve problems, meet deadlines and work collaboratively within multi-sectoral partnerships is preferred;
• Demonstrable ability to analyze and solve problems, persuade, network and negotiate is preferred. Experience with US Government-funded projects and assistance rules and regulations is required;
• Experience with complex partner arrangements, for example third tier sub-awards preferred;
• Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality is an essential requirement;
• Demonstrated attention to detail, ability to implement procedures, meet deadlines and work independently and cooperatively with team members;
• Demonstrated knowledge of granting procedures, from grant start-up, award management, to close out is preferred and Ability to work independently, take initiative and manage various activities in a team setting with minimal supervision is essential requirement.
