1.0 Background
Terre des Hommes Netherlands (TdH-NL) has recently completed a quick scan research in Kenya focussing on online child sexual exploitation (OCSE) with special focus on webcam live streaming. The research was a rapid investigation of the current information available on the phenomenon of OCSE in Kenya and circumstances enabling this. It was to determine if a further research is necessary and to establish the existing frameworks for child cyber/internet safety and protection measures if any, how effective they are, the gaps thereof and to recommend measures to strengthen them.
The results of this research have the potential to contribute to advancing the protection of children from OCSE in Kenya by bringing this issue to the public domain and on the agenda of policy makers. It is therefore crucial to ensure that the main findings and key messages of this analysis are codified, communicated in an accessible language and clearly highlighted for external audiences.
A draft research report (which is 24 pages long), based on qualitative research through interviews and case studies, was completed by TdH-NL and this draft report is the basis of this consultancy.
2.0 Objectives
The aims of this consultancy are to:
Refine the conclusions and recommendations of the research.
Edit and proofread the draft report and produce a final version ready to be formatted for publication (approx. 20-25 pages).
Identify and extract from the draft study report key messages to be condensed into a short advocacy brief document written in a journalistic and accessible style, to be disseminated to a wider audience in Kenya.
3.0 Key tasks to be accomplished by the consultant
1) Refining the conclusions and key recommendations of the research
The consultant will refine the conclusions and key recommendations of the draft research ensuring their technical soundness based on research findings. He or she will be expected to produce at least two interim draft versions of the conclusions and recommendations section for review by the Technical Expertise Unit (TEU) of TdH-NL. Input by TEU will be provided via emails and any other appropriate means of communication after which the consultant will finalise the section.
2) Editing and proof-reading of draft research report to produce a final report ready for design and publication
The editing process will include a revision of the current text to achieve an optimal flow of information and presentation of the findings. The editing process might entail substantive re-drafting, summarising and synthesising of parts of the existing text in order to make the report more readable and understandable to non-expert audiences. For this task, in addition to consulting the concerned TdH-NL staff in head office, the consultant is expected to refer directly to staff at the East Africa TdH-NL Regional Office in case of clarification. For all texts to be published by TdH-NL, standard guidelines apply, such as the use of UK English.
3) Drafting of a policy/advocacy brief (approx. 4 pages):
This will include:
Identifying key messages to be extracted from the draft research report, ensuring their technical soundness based on the evidence presented in the report.
Ensuring that a consensus exists with key staff in TdH-NL office (Technical Expertise Unit and Marketing and Communications department) in relation to the identification and formulation of key messages. This will be accomplished via face to face meetings, email and hangout with the key stakeholders as is necessary. The consultant should expect several rounds of comments and discussions at this stage, for which patience and flexibility will be essential.
Writing the content of an advocacy brief communicating the findings of the study and key messages. The target audience for this brief will be: TdH-NL programme staff; Kenyan policy makers; like minded civil society organisations; and the general public. The consultant is expected to produce at least two interim draft versions of the brief for review by the TdH-NL TEU and MACO department. For all texts to be published by TdH-NL, standard guidelines apply, such as the use of UK English.
4.0 Deliverables
One edited and proofread research report, with a finalised conclusions and recommendations section.
One advocacy brief drafted and edited (4 pages).
Timeline – final documents to be ready by September 22nd, 2017.
5.0 Timeframe
Total time approximately needed: 10-15 days, within a timeframe of up to September 22nd, 2017.
6.0 Qualifications
Demonstrated experience in accessible and attractive communication and editing.
Demonstrated experience in (research on) international development and children’s rights, preferably with experience in working on child exploitation issues.
High level of English is essential.
Ability to synthesise complex documents into key messages.
Experience in drafting advocacy documents from research studies.
Excellent interpersonal skills and flexible attitude.

TdH-NL’s General Conditions of Contract for Consultants and Individual Contractors.
