Monitoring & Evaluation Advisor – Abt Associates Inc

Abt Associates, a major American business and government research, technical assistance, and consulting company, seeks qualified candidates to fill the position of M&E Advisor for a USAID-funded project, AfyaInfo.

AfyaInfo is 5 year project designed to integrate the multiple Kenyan health information systems into an integrated data warehouse which will serve as the sole source of health information in Kenya.

The M&E Advisor will be reporting to the Chief of Party.

He/She will be responsible for: Measuring and documenting program process and results by routinely and systematically collecting, analyzing and presenting program data for AfyaInfo staff, partners and USAID.

In close collaboration with the Ministry of Health (MoH), the M&E Advisor will be contributing to training and capacity building activities for data analysis, interpretation, dissemination, and use of strategic activities must be conducted.

Key Responsibilities
With selected Home office- and Nairobi-based program staff, maintain and contribute to the M&E system for AfyaInfo to measure and document program process, including updating program indicators, identifying and developing data sources, developing and maintaining systems for data collection and maintenance/storage, and developing templates and schedules for written routine reports per USAID requirements.
Facilitate the collection, analysis, and reporting of baseline M&E data and ongoing M&E data collection, analysis and reporting according to project M&E plan.
Aggregate, analyze and present program data for project staff, partners, counterparts, and donors;
Assist in preparation of project performance monitoring plans, including developing and defining program indicators and sources of data, as well as project documents.
Support the interpretation of M&E findings for project planning, decision-making, course correction and communication of successes;
Support project data quality improvement activities driven by strategic information
Provide technical assistance and capacity building to members of the AfyaInfo team for outputs and activities related to M&E, as necessary.
Coordinate with GOK staff responsible for M&E to coordinate and implement a consistent approach to M&E and reporting that is aligned with existing national M&E systems and frameworks.
Contribute to the development of the health ministries’ revised National M&E framework
Support training workshops, and provide routine technical assistance and capacity building in M&E data analysis and interpretation at the national and subnational level to enable the transformation of programmatic data into strategic information for evidenced-based decision making, quality improvement, and planning;
Keep abreast of health sector M&E and HIS policy developments to ensure that national standards and protocols are applied to trainings at the subnational level
Participate in team planning meetings.
Ensure the timely compilation of all program progress reports, as specified by USAID, to the AfyaInfo management team for submission to USAID.
Present results of program achievements and outputs in written reports and at conferences and meetings as necessary.
Provide progress updates against work plan to the AfyaInfo management team

Requirements:
Master’s Degree in Public Health, Statistics, Epidemiology, Demography or other relevant field
At least 6 years of relevant professional experience designing and implementing M&E activities and special studies for health programs;
Expertise in both quantitative and qualitative research methods required;
Firm command of M&E issues with respect to improvements in data quality;
A high degree of computer literacy required, including experience in analysis software (including Excel and Access, with experience in at least one of the following: SPSS, EPiInfo, Arc GIS, etc.);
Strong interpersonal and communication skills, initiative, good judgment, and problem-solving abilities;
Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy.
Fluency in English is required, language skills in Kiswahili
