Capacity Assessment of Kenya Red Cross Society – Nairobi

The Kenya Red Cross Society is seeking a research consultant to lead a capacity assessment that will consider both KRCS and potential payment mechanism services providers.

The assignment will involve conducting a pre-crisis market assessment as well.

The overall purpose is to conduct a comprehensive capacity assessment to:
Determine the extent to which KRCS (both national and county levels) is “cash ready” and has the capacity to assess markets and financial service providers, design and implement CTP to respond to the needs to people affected by different types of disasters.
Identify any changes to systems and procedures which will be needed for to ensure KRCS compliance with any regulatory requirements and strengthen the application of recognized good practice in KRCS’s CTP programming.
In relation to KRCS, the capacity assessment will:
Review the KRCS policies and procedures that support cash and voucher transfer programming.
Review KRCS systems and procedures (Financial, Logistical, Monitoring and Evaluation and Human Resources) required to implement CTP
In relation to the payment mechanism payment service provider, the assessment will involve;
Mapping the existing cash payment options in all KRCS operational areas and explore payment options(including new technology) with a view to assembling information about their viability and adoption prospects in KRCS’ operational contexts(this includes consolidating experiences and learning from agencies operating in Kenya).
Building a portfolio of available pay options; their set up costs, pros and cons and feasibility in KRCS operational areas.
Conducting an in-depth assessment of payment mechanism service providers, assessing their Audit and Compliance Measures; Systems Capacity and Agent Network (with a breakdown by region); Reporting Documentation.
Undertaking a review the contractual arrangements of potential payment mechanism service providers
The Consultant will need to execute the services within one and a half months (45 days).

Submission of Proposal:
Deadline to submit applications is Wednesday 9th September 2015, at 11:00 am.

Applications should be delivered at the Tender Box situated at the reception of Kenya Red Cross Headquarters, situated in South C (Bellevue), Popo Road off Mombasa Road.

The Technical Proposal will be opened at 12:00 noon at the Society’s Headquarter on the same day in the presence of the bidders and/or their representatives who choose to attend.

A Complete Proposal with two separate technical and financial proposals, enclosed in one outer sealed envelope should be clearly marked with the Proposal No. as shown below:
